Maryland Question 1 was a 2020 ballot measure to give state lawmakers the ability to add items to the annual budget and protect spending priorities. While it was endorsed by various labor unions as well as the Washington Post, it was confusing for some voters and opposed by Maryland’s popular governor. For this political advertising example, we worked with the campaign to produce a digital ad program in the state’s largest counties where we knew we needed to overperform. Maryland Question 1 passed overwhelmingly on Election Day, receiving over 74% of the vote. This is in part due to effective ballot measure advertising.
